However, the key aspect for me is receptivity towards foreigners.
Finland&#039;s chief hindrance against creative migrants is its criminal treatment of non-EU nationals, demonstrated via the Finnish Immigration&#039;s constant harrassment, its persistant gratuitous threats, and its repeated residence permit extension refusals, coupled with its protracted passport witholding that also prevents travelling to get work outside the country.
Whichever country comes next, it better be a REAL oikeusvaltio, not a lumivaltio  that happens to have an Ombudsman just for the sake of pretending to be &quot;civilized&quot;.

When I say &#039;computers have become the most important platform for remixing culture&#039; I don&#039;t mean to discount remixing in physical space. My points are based on the observation that municipal administrators are experts at the politics of spaces but increasingly make consequential decisions about technology too. They do need to wake up to the full implications of their decisions about Wi-Fi for instance. All my points link to the more general observation that the physical and the digital are intertwining in various new urban twirls (for example, we&#039;ve both been following what&#039;s happening with graffiti and tagging). A logical implication is that the social software people may soon need to open up their discourse and engage more with public officials (and other important cultural decision-makers, such as graffiti artists!) if they want their ideas about &#039;&lt;a href=&quot;http://marc.blogs.it/archives/2005/06/a_world_of_poss.html&quot; rel=&quot;nofollow&quot;&gt;open-source infrastructure&lt;/a&gt;&#039; to proliferate.

They&#039;re currently in the process of  setting up something like regular meetings/events + a web platform that may need social software capabilities. My fear is that it would be limited to a portal + forum + matchmaking crap. Lots of more interesting stuff could be done about this.
